Sub-50 HP tractors may get relief from stricter Emission Norms

Agriculture Minister Shree Shivraj Singh Chouhan recently chaired a high-level consultation regarding the tractor emission norms. The meeting brought together farmer representatives, industry leaders, and scientists to review the proposed TREM-IV and TREM-V emission norms. Meanwhile, in the consultation, the government is considering exempting sub-50 HP tractors from the stringent new emission rules.

Farmers' Concerns Take Centre Stage

During the consultation, farmer organisations have presented a strong argument against applying the same rules to all tractors. They argued that stricter norms would make tractors more expensive and complex. This dual burden of higher upfront cost and increased maintenance would hit small and marginal farmers the hardest. A key point they emphasised was repairability. 

Farmers depend on local mechanics in villages to keep their machines running. The advanced technology required to meet TREM-IV and V standards would make local repairs impossible, forcing farmers to rely on costly and often distant authorised service centres.

The consensus that emerged clearly distinguished between tractors used for different purposes. Attendees largely agreed that higher horsepower tractors (above 70 HP), which are often used for commercial haulage, could reasonably bear the cost of cleaner technology. 

However, they argued that the sub-50 HP tractors—the workhorses of Indian agriculture that perform most of the field operations—deserve protection. These machines must remain affordable, easy to maintain, and suited to the economic reality of the average farmer.

Government Directs Policy to Protect Small Farmers

Responding to these practical concerns, Honourable Minister Shivraj Singh Chouhan issued a clear directive to the Ministry of Agriculture officials. He instructed them to finalise recommendations that safeguard the interests of farmers using sub-50 HP tractors. 

The Agriculture Minister's order has ensured that the final policy will align with the practical and economic realities of the majority of India's farming community. This stance has found an echo with various senior ministers in the government. Meanwhile, Honourable Minister Shree Nitin Gadkari had also recognised the need for a pragmatic approach. 

This approach offers a long-term vision to reduce emissions without burdening farmers with complex engine modifications.
